Safety & Health Manager for HAZWOPER

Mandated Service: Contractors are required by the US Army Corps of Engineers EM 385-1-1, Section 36-3.d to assign a Safety and Health Manager (SHM) for all environmental cleanup and investigation projects. The regulations mandate that the SHM must be a Certified Industrial Hygienist (CIH®). Our U.S. Certified Industrial Hygienist (CIH®) is fully qualified to fulfill this critical role.

SHM Responsibilities:

  • Developing, reviewing, and overseeing the implementation of the Site Safety and Health Plan (SSHP)
  • Providing technical and management support to the Site Safety and Health Officer (SSHO)
  • Evaluating occupational exposure monitoring and air sampling data and adjusting SSHP requirements as necessary
  • Certifying compliance with training and medical surveillance qualification requirements
  • Remaining available for project emergencies

Fire Prevention Program Manager (FPPM)

U.S. military construction projects require fire safety planning and oversight during construction, as established in UFC 3-600-01, EM 385-1-1 (Chapter 9), and NFPA 241 (Section 4).

Does Inicia Corporation also offer asbestos and lead-based paint (LBP) abatement services?

Do you also work outside Okinawa?

Yes. While our main office is in Okinawa, Inicia provides services across Japan.

How experienced is Inicia with U.S. military base requirements?

Very. We regularly work under UFGS, EM 385-1-1, UFC, NFPA®, JEGS, OSHA and EPA standards. Our experience includes abatement in ammunition depots, hangars, schools, and fuel tanks on U.S. bases across Japan.

Does Inicia Corporation only work with U.S. regulations?

No. In addition to U.S. military standards such as NFPA®, OSHA, EM 385-1-1, UFGS, and JEGS, we also manage full compliance with Japanese Environmental, Health & Safety (EH&S) regulations. We perform regulatory compliance audits for multinational companies in Japan — including banks, software developers, and laboratories handling multiple chemicals — to ensure they meet all applicable Japanese requirements.

Do we need to have a Fire Prevention Program Manager (FPPM) on our U.S. military construction project?

Yes—on USACE / DoD construction projects, an FPPM is typically required whenever the scope involves construction, alteration, or demolition. This is not just “good practice.” It follows directly from how U.S. military contracts structure fire prevention requirements during construction.

The requirement chain (step-by-step):

  • 1) UFC 3-600-01 drives the contract framework
    UFC 3-600-01, Section 1-11 requires specs to reference EM 385-1-1 and NFPA 241 and follow Installation fire regulations
  • 2) EM 385-1-1 (2024) requires a Fire Prevention Plan
    EM 385-1-1 (2024) 9-7.a requires a Fire Prevention Plan at all USACE facilities and project sites, developed per NFPA 241 for construction
  • 3) NFPA 241 requires an FPPM to manage the program
    NFPA 241 Section 4.1 requires the Owner to designate an FPPM responsible for the Fire Prevention Program (CFPS® is one accepted qualification pathway)

Bottom line: If your project must comply with UFC 3-600-01 and EM 385-1-1, and the Fire Prevention Plan must be developed to NFPA 241, then you need a designated, qualified person to run the Fire Prevention Program—i.e., an FPPM.
